Francis Avery Blake is an FBI SWAT agent and team leader, assigned to the agency's Chicago field office. He was with Special Agent Jeffries and Supervisor SAC John Hartley in Sturgis, South Dakota on May 26, 1998, when Jeffries' undercover assignment with radical Edgar Halstrom went south at the local bank, leading to the deaths of Halstrom, his sons, and brother. He informed a shocked Jeffries of Hartley's command to storm the bank, leading to Jeffries roughing up and striking Hartley, sealing Jeffries' reassignment to 'rookie jobs' upon return to Chicago on June 5. In addition, Blake was leader of the SWAT team that stormed the Sturgis bank.
